HISTORICAL FEATURES OF DEVELOPMENT OF LEGISLATION ON PROCUREMENT OF GOODS, WORKS AND SERVICES FOR PUBLIC AND MUNICIPAL NEEDS IN THE RUSSIAN FEDERATION

Abstract: the article provides a chronology of the legislation on the procurement of goods, works and services for state and municipal needs, and also discusses issues related to the development of each stage of the development of procurement legislation: in pre-revolutionary Russia, the period of Soviet power and the formation of modern legislation.

It describes and analyzes the current aspects of each main regulatory legal document that in one way or another influenced the formation of the fundamental principles, terms and norms of modern legislation in the field of procurement of goods, works and services for state and municipal needs.

In the article, the author as a whole considers the period of formation and subsequent development of public procurement in our country. The author conducts a comparative description of the normative documents that initiated the implementation of supplies for state needs with the normative documents of the modern period of the existence of these public relations. The author analyzes the legal nature of legislation in the field of procurement of goods, works and services for state and municipal needs. It is concluded that the history of the development of the state order in our country has several centuries. It is noted that the formation and subsequent functioning of the institution of public procurement in Russia is in a state of constant transformation. Attention is drawn to current trends in regulatory legal regulation of the implementation of the public procurement mechanism. The article examines the trends of regulatory legal regulation of public procurement in the period of each stage of the development of domestic procurement legislation. In general, the author notes the positive and negative effects of the formation and subsequent development of the institution of public procurement.
