THE PECULIARITIES OF THE REGULATION OF THE TRANSPORT SECURITY IN KALININGRAD REGION AS EXEMPLIFIED BY THE KALININGRAD MARITIME TRADE PORT

Abstract: in the article the issues of the transport security in the Kaliningrad region as exemplified by the Kaliningrad port are considered. The port of Kaliningrad on the Baltic sea – the only ice free year-round port of Russia. The ensuring of maritime safety and security in the Kaliningrad port is provided by the Administration of maritime port in Kaliningrad. This area in the activity of the Russian ports is called transport security including the aspect of international maritime security. The initiative of the transport security has met the big criticism due to the huge cost of the new measures, as the financial resources are redistributed from the sphere of the ensuring of the maritime safety and prevention of the industrial injuries in the area of the struggle with maritume terrorism.

At present the growth of the volume of the transshipment of the loadings in the ports, what is caused by the participation of the foreign fleet in the maritime transport process and significant transit component in the general cargo turnover.

Due to such situation it is proposed to interpret the International Ship and Port Facility Security Code extensively and to fulfill only the functionally important objects and infrastructure elements.
